The seat is universal (so it says) and yes it does recline if you can recline the seat. Doesn't recline in the sense of other group 1 seats.

Not suitable for just lap belt. Not sure you'll find a seat that is, as it doesn't offer suitable protection.

Without knowing your vehicle details and childs age/weight I am unable to answer this for you. If you pop along to your local Halfords store they can assess which seat is safest for your child and which fits in your car.

Weight-wise - yes, I think. BUT - his head needs to reach a certain point on the seat to have protection. Worth checking with qualified/trained staff before purchase.

The Hi Liner in Robbie is a complete child seat, it does not convert into a booster cushion.

No this seat does not detach, if you need one that detaches you need a seat that says booster in it too.

The Britax Hi-Liner High Back Booster is not recommended for the Rover 400 although you do not mention what year of manufacture your car is (saloon or estate etc)
