It can if the problem is a choked heater matrix.

There is a possibility that it could be depending on your symptoms it is hard to say, if your heating system is blowing cold even when set to hot you may need to replace your thermostat as it may not be opening up and the engine will continually run cold.

This is kind of a general question and it's hard to say since we have no idea what's wrong with your engine but I guess, generally, we can say that it can "help to make the heater to work". What it does is that it CLEANS the system, it doesn't "repair" anything.

Yes, the radiator does have to be drained before using this product. Then part one is to be used according to instuctions. Then drained again for step 2 of the operation.
You must ensure that the instiuctions for this product are followed carefully.

No sorry this is not a suitable product depending on where abouts your leak is in the tank it will more likely require replacement
