10w40 is a muligrade oil and means it is SAE 10 when cold and SAE 40 when hot. An exaggerated example is to say it's like honey when cold and like vegetable oil when hot
on a classic Vespa I'd source the correct monograde SAE 30 oil from a motorcycle specialist

If the application requires an SAE 30 monograde oil then we would not normally recommend a 10W40 multigrade in its place. In this instance then we would not consider Halfords Motorbike & Scooter Gear Oil 10W40 to be suitable for this application. We therefore recommend that you contact either the manufacturer or a specialist in this area for the correct product.

Halford's M/C Gear Oil 10w40 does not carry an API GL service level. It is designed for motor cycle gear box applications where the manufacturer recommends API CC or API CD motor oils as a lubricant.
